Nigeria to Showcase Ambitious Land Reform Strategy at 2025 World Bank Conference in Washington

The Federal Government of Nigeria is set to unveil its transformative Renewed Hope Agenda for Land Administration at the 2025 World Bank Land Conference, taking place from May 5–8 in Washington, D.C., United States.

Leading the Nigerian delegation is the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, accompanied by the Ministry’s Permanent Secretary, Dr. Shuaib Belgore, and other senior officials. Their presence underscores Nigeria’s firm commitment to overhauling land governance as a catalyst for economic growth, housing access, climate resilience, and poverty alleviation.

Themed “Securing Land Tenure and Access for Climate Action: From Awareness to Action,” the conference brings together global experts, policymakers, and development partners to explore forward-thinking solutions for equitable land access in a changing climate.

On Wednesday, May 7, Minister Dangiwa will join a high-level panel discussion titled “Global Land Governance and Tenure: A Call to Action.” He will outline Nigeria’s forthcoming National Land Titling, Registration, and Documentation Programme, which aims to harmonize state-level systems into a single, digital national framework. The initiative targets increased tenure security, lower transaction costs, and the unlocking of over ₦300 billion in dormant land assets.

“Through the Renewed Hope Agenda, we are repositioning land as a tool for empowerment, investment, and national prosperity,” said Minister Dangiwa. “Our goal is simple – ensure every Nigerian, especially in underserved communities, can access secure land titles and use them as a platform for growth.”

Beyond panel engagements, Nigeria’s delegation will leverage the conference to strengthen partnerships with international stakeholders, explore cutting-edge digital land management tools, and draw insights from global best practices.

Expected to host over 1,000 participants from around the world, the 2025 World Bank Land Conference offers Nigeria a strategic platform to spotlight its leadership in land reform and commitment to sustainable, inclusive development.
