Engr. Muttaqa Rabe Darma (PhD) is a seasoned technocrat, administrator and public servant whose career spans academia, engineering, governance and policy development. Widely known for his dedication to public service and grassroots development, Darma has built a reputation as a pragmatic leader committed to improving the socio-economic conditions of Katsina State and Nigeria at large.
Darma’s professional journey began in academia as a lecturer in Mechanical Engineering at Bayero University, Kano, where he contributed to the training of future engineers. He later transitioned into the power sector, working with the former National Electric Power Authority (NEPA).
His career further expanded into the automobile industry, oil sector and consultancy roles in water supply and development projects exposing him to a wide range of technical and developmental challenges across key sectors of the economy.
In public service, Darma has held several strategic positions within Katsina State. He served as Director at the Government House and later as Executive Director of the State Environmental Protection Agency. His experience was further deepened through his appointment as Commissioner in multiple ministries, including Rural Development, Women Affairs, Works, Housing and Transport. In these roles, he was actively involved in policy implementation, infrastructure development, and social programmes aimed at improving livelihoods.
At the federal level, Darma served as Executive Secretary of the Petroleum Technology Development Fund (PTDF), where he played a key role in institutional management and human capacity development, particularly in the oil and gas sector. His tenure reflected a strong commitment to building technical expertise and advancing Nigeria’s energy workforce.

Beyond executive responsibilities, Darma brings a solid understanding of legislative processes, which he considers essential for effective governance and representation. His long-standing involvement in politics dating back to 1989 includes contests for positions such as local government chairman, House of Representatives member, governor and deputy governor. While not all bids resulted in electoral victory, he views political participation as a vital democratic responsibility.
With a blend of technical expertise, administrative experience and a longstanding commitment to public service, Engr. Following the exit of Arc. Ahmed Musa Dangiwa as Housing Minister, Engr. Darma has been nominated as the Minister Designate for the Ministry of Housing and Urban Development.
